Why Pennsylvania is on every list
Power
The restart of Unit 1 at the Crane Clean Energy Center has drawn national attention. Firm, carbon-free, large-scale generation is precisely what the AI buildout is short of, and Pennsylvania has it.
Nuclear matters here for a specific reason. Hyperscale operators have sustainability commitments, and intermittent renewables alone struggle to serve a load that runs flat at full output around the clock. Nuclear does.
Policy
A dedicated state task force, incentives and bipartisan legislative support. That combination is unusual, and it addresses the entitlement filter at the state level rather than leaving it to each county.
Position
The Northeast corridor placement puts Pennsylvania close to Northern Virginia, Washington and New York. For latency-sensitive workloads that need to serve the eastern seaboard but cannot get power in Virginia, this is the obvious answer.
What a Pennsylvania landowner should know
The state is on the list, which means counterparties will be sophisticated and the market will be competitive near the obvious nodes.
Check:
- Transmission voltage and distance; PJM territory interconnection conditions
- Township and county posture — Pennsylvania's municipal structure means zoning decisions can be very local
- Whether your parcel is in a former industrial area with existing heavy power infrastructure, which can be a significant advantage
- Topography. Much of Pennsylvania is not flat, and buildable contiguous acreage is scarcer than acreage.
The brownfield angle
Pennsylvania has substantial legacy industrial land with existing transmission and substation infrastructure built for loads that no longer exist. That combination — heavy power already in place, industrial zoning already in place — directly reduces two of the three cost columns a developer is looking at. Why that matters so much →
It comes with environmental diligence that greenfield does not. A Phase I on a former industrial site will find things. Whether that is fatal depends entirely on what.
